Antimicrobial drugs for veterinary use are important inputs in animal husbandry, which play an important role in protecting animal health, but improper use also has safety risks. In order to further strengthen the supervision of the use of veterinary antibiotics in feed production and breeding, strictly crack down on violations of laws and regulations, and ensure the quality and safety of livestock and poultry products, the relevant matters are hereby notified as follows.

First, effectively enhance the sense of urgency and responsibility of doing a good job in the supervision of veterinary antibiotics

In recent years, animal husbandry and veterinary departments at all levels have earnestly implemented the decision-making and deployment of the Party Central Committee and The State Council, continued to strengthen the quality and safety supervision of breeding, slaughter, veterinary medicine, feed and other links, and promoted the stable and good quality and safety situation of livestock and poultry products in China, and achieved obvious results. However, CCTV 3·15 exposed cases show that there are still hidden dangers in the quality and safety of livestock and poultry products, especially a small number of units and individuals for personal gain, illegal use of human drugs and veterinary drugs in the production and operation of feed and veterinary drugs and breeding links, outstanding problems, bad nature, potential risks cannot be ignored, and must be resolutely punished. Animal husbandry and veterinary departments at all levels should fully understand the importance of doing a good job in the supervision of antimicrobial drugs for veterinary use, from the height of promoting the healthy development of animal husbandry, ensuring the safety of livestock and poultry products consumption and the health of the people, take positive and decisive measures to effectively increase the work.

Second, seize the key links to resolutely crack down on the illegal use of veterinary antibiotics

(a) strictly crack down on the illegal use of veterinary antibiotics by feed and feed additive production enterprises

Increase the supervision and inspection of feed additives and mixed feed additives enterprises, check the warehouses and production workshops of raw materials and finished products, check the production records, and find that the use of veterinary drugs, human drugs and other substances that have direct or potential harm to cultured animals or human bodies, in accordance with the Regulations on the Administration of Feed and feed Additives, Article 46, shall be severely punished. Strengthen the supervision and inspection of feed production enterprises, and punish those who use pharmaceutical feed additives but do not indicate the name, content, scope of application, withdrawal period and precautions in the feed label according to Article 41 of the Regulations on the Administration of Feed and Feed Additives; Those who use pharmaceutical feed additives in excess of the dosage and beyond the scope, use human medicine, use hormone drugs and other prohibited drugs prescribed by the veterinary administrative department under The State Council shall be given a heavier punishment in accordance with Article 39 of the Regulations on the Administration of Feed and Feed Additives. If a veterinary drug that can be added to feed is approved and is not used as a pharmaceutical additive directly, it shall be given a heavier punishment in accordance with the relevant provisions of the Regulations on the Administration of Veterinary Drugs.

(2) Strictly crack down on the illegal use of veterinary antibiotics in the breeding process

Carry out a comprehensive inspection of the safe use of veterinary antibiotics in livestock and poultry breeding, livestock and poultry farms (households) should cover all breeds such as pigs, poultry, cattle and sheep, focus on checking the procurement, storage and use of veterinary drugs, strictly check the use records of veterinary drugs, veterinary prescriptions, and strictly check the mastery of the rules on the safe use of veterinary drugs, such as the list of prohibited drugs, the withdrawal period, and precautions. Strengthen the awareness of the main responsibility of veterinary drug users, urge and guide the strict implementation of various safe drug use systems. If it is found that excessive dosage or excessive scope of drug use, illegal use of raw materials, non-execution of drug suspension period, non-use of prescription drugs in accordance with the provisions of veterinary prescription drugs, abuse of veterinary antibacterial drugs and other illegal acts, penalties shall be imposed in accordance with the provisions of Article 62, 63, 66, 68 of the Regulations on the Administration of Veterinary Drugs.

3. Strengthening traceability

In the supervision and inspection of feed production and breeding links, suspected illegal acts of veterinary drug production and operation shall be traced to the source, and illegal acts of veterinary drug production and operation enterprises shall be strictly investigated and punished. If the veterinary drugs used are fake and inferior, the illegal veterinary drug production and distribution enterprises shall be given heavier penalties in accordance with Article 56 of the Regulations on the Administration of Veterinary Drugs. Where a veterinary drug manufacturer or operator sells a raw material drug to an entity or individual other than an animal drug manufacturer such as a feed and feed additive manufacturer or a farm (household), it shall be handled in accordance with Article 67 of the Regulations on the Administration of Veterinary Drugs under "serious circumstances", confiscate the illegal income, impose a fine at the upper limit, and revoke the license for the production and operation of veterinary drugs.

3. Relevant work requirements

1. Strengthen organizational leadership

Animal husbandry and veterinary departments at all levels should, under the unified leadership of local party committees and governments, take strengthening the supervision of antimicrobial drugs for veterinary use as a long-term key task, carefully plan and uniformly deploy, and effectively strengthen organizational leadership and work coordination. It is necessary to fully mobilize the forces of feed, veterinary medicine, animal health supervision, agricultural comprehensive law enforcement and other aspects, form a joint regulatory force, and enhance regulatory capacity. It is necessary to implement regulatory responsibilities to every link and every unit, establish and improve work evaluation mechanisms and accountability systems, and seriously investigate and punish dereliction of duty and dereliction of duty in accordance with laws and regulations.

2. Improving work mechanisms

First, establish a supervision and reporting mechanism, smooth the channels for accepting reports, improve the procedures for accepting, handling and giving feedback on reports, and encourage whistleblowers who provide major clues to be rewarded.

The second is to establish a linkage mechanism for inspection and fighting, in accordance with the requirements of double random and open, increase on-site inspection and sampling testing, find clues of violations and violations to the end, quickly deal with strict law enforcement, and transfer the suspected crimes to the public security organs in a timely manner. Typical cases are exposed through public notification, media publicity, network publicity and other forms to form a high-pressure deterrent to illegal acts.

The third is to establish an information sharing mechanism, and timely inform the relevant regions of clues of cross-regional violations found in daily supervision. Illegal acts of a bad nature and large impact shall also be reported to the competent authorities at a higher level in a timely manner.

(3) Organize and carry out special inspections

The animal husbandry and veterinary departments of all provinces (autonomous regions and municipalities) shall, in accordance with the requirements of this notice, promptly formulate work plans, carry out supervision and inspection of feed and feed additive production and operation units, and focus on large-scale farms (households). If violations of laws and regulations are found, they will be dealt with severely according to law. It is necessary to strengthen the supervision of the implementation of work, and report the progress of work and typical cases to our department on a quarterly basis.
