The Ministry of Agriculture announced that in the first half of 2013, the typical cases of investigating fake and inferior agricultural materials saved direct economic losses of 200 million yuan for farmers

The reporter learned from the Ministry of Agriculture that in the first half of this year, the Ministry of Agriculture seriously fulfilled its responsibility to take the lead in combating counterfeiting of agricultural materials, actively organized special management activities to combat counterfeiting of agricultural materials, severely cracked down on the production and sale of fake and poor agricultural materials, purified the agricultural materials market, and provided a strong guarantee for seizing the annual grain harvest, promoting farmers' income, and ensuring the quality and safety of agricultural products. According to statistics, in the first half of the year, the national agricultural system dispatched 500,000 law enforcement personnel, inspected 258,000 agricultural materials enterprises, rectified 57,000 agricultural materials markets, seized more than 7,000 tons of fake and inferior agricultural materials, with a value of more than 60 million yuan, and saved direct economic losses of 200 million yuan for farmers.

In order to deter lawbreakers, the Ministry of Agriculture today announced 9 typical cases of fake and inferior agricultural materials investigated and dealt with by the national agricultural system in the first half of 2013, including 4 cases of pesticides, 2 cases of seeds, and 1 cases of veterinary medicine, fertilizer, and feed.

1. Jiangxi Hailian Animal Pharmaceutical Co., Ltd. produced fake veterinary drugs. In February 2013, the agricultural department of Haiyan County, Zhejiang Province, found four consecutive cases of "clenbuterol" -like substance Clorprenaline in pig urine samples during pre-slaughter quarantine and supervision and inspection. All breeding households reported using 30% Temicosin injection and flufenicol injection sold by Xiaojiang Veterinary Medicine Business Department in Xitangqiao Town, Haiyan County. After investigation, the two injections were produced by Jiangxi Hailian Animal Pharmaceutical Co., LTD., and the content of Cloprenaline detected was 1000mg/kg and 13.2mg/kg respectively. Since 2011, the company's illegal production and sales have reached more than 20 million yuan. At present, the case has been transferred to the public security organs for investigation, and seven suspects of the company have been criminally detained.

2. Shijiazhuang Weiqi Industry and Trade Co., Ltd. of Hebei Province produced pyrazolium ether pesticide without a license. In June 2013, the Agricultural Comprehensive Law Enforcement Brigade of Jinzhou City, Hebei Province, according to the clues provided by the municipal public security organs, inspected the production workshop of Shijiazhuang Weiqi Industry and Trade Co., LTD. (hereinafter referred to as Weiqi Company) according to law, and conducted sampling inspection of 35 barrels (25kg/ barrel) of products nominal "B2" and registered and stored the evidence. The test confirmed that the item was "97.1% pyrazolesterin" pesticide. After verification, the registered manufacturer of the pesticide is currently only BASF Europe. Wei Qi company for unlicensed production, the value of pesticides involved in up to 3.5 million yuan. At present, the case has been transferred to the public security organs for investigation.

3. Case of unlicensed pesticide production of Hainan Lizhi Biological Engineering Co., LTD. On February 5, 2013, the Sanya Municipal Agricultural Bureau found in the market inspection that Hainan Lizhi Biological Engineering Co., Ltd. was suspected of producing Aothistle 10% acetamidine water emulsion without a license. After investigation, the pesticide registration number of the product is LS20090632, which has expired on March 23, 2012, and has not been renewed, nor has the official registration certificate of pesticides, but the company's production records show that it continues to use the registration number after March 23, 2012 to illegally produce 10% acetanilidine water emulsion products, the amount of more than 700,000 yuan. At present, the case has been transferred to the public security organs for investigation.

4. Case of producing and selling fake pesticides of Hefei Yinong Chemical Co., LTD. In March 2013, CCTV reported that a pesticide company in Huarui Ziguyuan Community, Sanquan Road, Zhengzhou City, was suspected of producing and selling fake pesticides. After investigation, the registered name of the company is "Hefei Yinnong Chemical Co., LTD.", Zhengzhou Municipal Agricultural Commission and Public Security Bureau seized a total of 129 pesticide products of 6 varieties of 6 fake enterprises in the company's Zhengzhou warehouse, more than 2,000 suspected counterfeit product labels of other enterprises, involving more than 200,000 yuan. At present, the relevant personnel of the company have been examined and prosecuted.

5. Dong Jie sold fake and inferior "Jetta brand" 41% glyphosate isopropylamine salt water pesticide case. In the spring of 2013, during the anti-counterfeiting work of agricultural materials, The Agricultural Bureau of Xishui County in Hubei Province extracted two samples of 41% glyphosate isopropyl amine salt water agent (glyphosate content should be 30%) produced by Zhejiang Deqing Banghua Chemical Co., LTD. (the specifications were 200ml/ bottle, 1000ml/ bottle) in Laocourt Road, plant protection station. The content of glyphosate isopropylamine salt is zero, and the content of glyphosate is 9.6% and 7.5%, respectively (the standard requirement is 28.9-33.4%). According to the investigation, the products involved were sold by Dong Jie (who claimed to be a salesman of Zhejiang Deqing Banghua Chemical Co., LTD.), and there were 500 pieces of 41% glyphosate isopropylamine salt water agent of two specifications, with a value of 81,000 yuan. At present, the case has been transferred to the public security organs for investigation.

6. Case of Zhang Siyin, Yan Chaolei and Meng Jie producing fake and inferior cotton seeds. On April 27, 2012, Hubei Provincial Department of Agriculture received a report from Hubei Wusan Seed Industry Co., LTD., saying that the company commissioned Zhang Siyin, Yan Zhaolei and Meng Jie of Xuzhou, Jiangsu Province, to produce cotton seeds in 2010, resulting in serious production cuts for farmers. After investigation, the three persons jointly with the internal personnel of Wusan Seed Industry Co., Ltd. will be commissioned to produce "Xiangnong miscellaneous cotton 68" and "Gan Miscellaneous cotton No.3" cotton seed exchange into 113,000 kilograms of fake hair seeds, to Wusan seed Industry Co., Ltd. processed into 80,854 kilograms of fine seeds, and sold to Hubei, Hunan, Anhui, Jiangxi and other provinces 42,854 kilograms. After field quality identification, the mixed samples and household samples of the inspected field did not meet the characteristics of the "Xiangnong mixed cotton 68" examination, nor did they meet the prescribed purity standards, and the economic loss of farmers reached 41.64 million yuan. At present, the case has been transferred to the public security organs for investigation, 4 suspects were arrested, 1 person was chased online, the case will be transferred to the procuratorate for prosecution.

7. Guangdong Lianzhou Mingfeng Agricultural Products Development Co., Ltd. sold inferior seeds case. On September 13, 2012, the Xinxing Star vegetable cooperative in Huaihua County, Hunan Province reported that it purchased the American gold series corn seeds operated by Guangdong Lianzhou Mingfeng Agricultural Products Development Co., LTD., which resulted in the total loss of 240 acres of corn after planting, and the result of the production was a loss of 1,500 kilograms per acre, with a total economic loss of 622,600 yuan. After testing, the germination rate of the corn seed was only 16%, which was judged to be inferior seed. At present, the case has been transferred to the public security organs for investigation.

8. Case of unqualified fertilizer sales in agricultural supplies store of Xigutou Village Supply and marketing cooperative, Nanwu Village, Jizhou City, Hebei Province. In May 2013, the agricultural administrative comprehensive law enforcement brigade of Jizhou City, Hebei Province, according to the masses' reports, investigated the case of unqualified fertilizer sales at the agricultural supplies store of Xigutou Village supply and marketing community in Nanwu Village according to law. After investigation, the store sold fertilizer nominal Jiaxing fertilizer (Yantai) Co., Ltd. production of 45% compound fertilizer and Denong fertilizer (Yantai) Co., Ltd. production of 51% potassium sulfate compound fertilizer, a total of 300 tons, mainly sold to nine villages in Nanwu village, involving 324 households, 4125.5 acres of farmland. After testing, the content of nitrogen, phosphorus and potassium in 3 samples of the two fertilizers was seriously insufficient, and the chloride ion content of 51% potassium sulfate compound fertilizer was 24.4% (the standard value should not be greater than 3%). The public security organs confirmed that the fertilizer products involved were produced by a private workshop in Ningjin County, Xingtai City. At present, the workshop has been sealed up, the property has been frozen, and the public security organs are arresting the fugitive responsible personnel.

9. Jiangsu Lianyungang Xinglian Feed Co., Ltd. produces and operates feed without production license. In 2013, the Lianyungang Agricultural Administrative law Enforcement Branch received complaints from freshwater fish farmers in Ganyu County, saying that after using the "matured carp compound feed" produced and operated by Lianyungang Xinglian Feed Co., LTD., production was reduced. After investigation, the feed product did not obtain a production license, and the sales amount reached 424,186 million yuan. At present, the case has been transferred to the public security organs for investigation.
